"Inauguration of the Twelfth Provincial 'Three-in-One' Project Construction at Our Company"

　　On the morning of April 3rd, the twelfth "Three-in-One" project construction activity in the province, along with the groundbreaking ceremony for the Henan Ximei Special 20,000-ton annual output of quartz materials and products project, was held in the Advanced Manufacturing Industry Development Zone. Wang Rufang, member of the Standing Committee of the Municipal Party Committee, secretary of the Municipal Commission for Discipline Inspection, and director of the Municipal Supervisory Committee; Li Miao, Sun Weidong, Qu Hongyu, Xu Guang, and Dong Changle, leaders of the district; and Yin Fei, a county-level leader, attended the event. Major responsible comrades from relevant district units, and responsible comrades from the Advanced Manufacturing Industry Development Zone and related units and enterprises also participated.

　　During the event, Wang Rufang, secretary of the Municipal Commission for Discipline Inspection and director of the Municipal Supervisory Committee, announced the commencement of the project. Li Miao, district head, delivered a speech for the project's commencement. Dong Fengting, chairman of Henan Ximei Special Co., Ltd., introduced the project's situation. Xu Guang, member of the Standing Committee of the District Committee and executive deputy district head, presided over the groundbreaking ceremony.

　　In his speech, Li Miao, on behalf of the District Committee and District Government, congratulated all the projects that commenced construction. He expressed gratitude to all sectors of society that have long supported the development of Weidu District, and to the construction units and construction personnel working on the front lines of project construction. He pointed out that since the beginning of this year, Weidu District has firmly established the concept of "projects as king," designating 2024 as the "Year of Intensive Project Construction." In the first quarter, a total of 37 provincial and municipal key projects in the district completed a cumulative investment of 6.35 billion yuan. The signing and commencement rates, commencement and production rates, and production efficiency of 26 of the eleventh "Three-in-One" projects all ranked among the top in the city, driving rapid growth in various economic indicators across the district. The comprehensive evaluation of the main economic indicators for January and February ranked among the top in the city. The 10 projects that commenced construction today cover a wide range of fields, including new materials, food processing, and public welfare undertakings. They have strong driving capacity and great development potential. The Ximei Special 20,000-ton annual output of quartz materials and products project is a specific measure taken by our district to revitalize idle assets and resources and promote industrial transformation and upgrading. After the project is completed and put into operation, it will provide strong support for the development of the new materials industry in Weidu District.

　　Li Miao urged all units in the district to seize the golden period of project construction, strengthen organizational and resource guarantees, conduct scientific scheduling, work against the clock, and efficiently promote the project. They should provide good services and environments for project construction, jointly creating a new wave of project construction.

　　It is understood that the Henan Ximei Special 20,000-ton annual output of quartz materials and products project, which commenced construction this time, has a total investment of 1 billion yuan and will be constructed in three phases. Phase one is the research and development and production of ultra-high purity quartz sand; phase two is high-purity quartz substrates; and phase three is high-purity quartz products. After the project is fully completed and achieves its expected production capacity and efficiency, it will achieve an output value of 6 billion yuan and profits and taxes of 600 million yuan. The high-purity quartz materials researched and produced, as key basic materials needed for the development of strategic emerging industries, will be widely used in the semiconductor, optical communication, photovoltaic, optical, and electro-optical source industries. This will promote the domestic substitution of electronic-grade quartz materials and is a typical example of our district's development of high-quality productivity.
